History
Our roots can be found in the very beginnings of Job Order Contracting itself. The whole idea of JOC came about from our founder and Chairman, Harry H. Mellon.
In 1981, Mr. Mellon was serving as Chief Engineer, Army Corps of Engineers, for NATO operations in Europe. His problems in trying to complete repairs and high priority projects were the same that organizations have wrestled with for decades. He wanted to be able to procure quality work, in a timely fashion, at a reasonable price, and traditional procurement methods were not getting the job done. Faced with no alternative solution to these problems, Mr. Mellon invented one by devising, bidding, and implementing the first ever JOC system.
In 1985, after JOC proved successful for NATO, Mr. Mellon was tasked with developing and implementing a JOC program for the Department of Defense. Over the next several years, he implemented the JOC system for the U.S. Army, the Simplified Acquisition of Base Engineering Requirements (SABER) system for the U.S. Air Force and the Work Order Contracting (WOC) system for the U.S. Navy. Every defense facility in the United States and abroad that operates a JOC system does so under the original framework developed by Mr. Mellon.
After retiring from the Army Corps of Engineers, Mr. Mellon realized that facility owners worldwide would benefit greatly from the advantages of JOC. In 1990, he started The Gordian Group for the sole purpose of providing the services, software and documents necessary to implement and support JOC programs. Two decades and over 175 successful and ongoing implementations later, Gordian is the industry leader in Job Order Contracting. We were there when it started, and we have been leading the charge ever since.
